However, she said the city could face legal opposition if it tries to introduce a lower cap, which could “cost a lot of money.”
The city’s mayor, Beth Weldon, said: “Some will say it’s not a big enough step. I would say it’s at least a step.”
“We will be the first association that has really tried to address some of these issues, so give us some time to ease into it.”
